For the fourth iteration of the National Inmate Survey, BJS decided to split the NIS administration into two different awardsâone for administering the survey in prisons (NIS-4P), and the other for administering the survey in jails (NIS-4J). This submission is to seek clearance for the NIS-4J. This is a self-report survey administered to inmates held in adult jail correctional facilities. BJS has a cooperative agreement with Westat to collect data for the NIS-4J. The NIS-4J comprises two surveys: an inmate survey and a facility survey.

This is a collection under a new OMB number. Previous collections were folded in another OMB number combined with NIS Prisons collection. The total reported respondent burden has increased by 329 hours from the 63,681 hours reported in the previous OMB request for clearance for this collection. This increase is an artifact to changes in reporting. If BJS were to report burden comparably to the previous iteration, the burden would be much lower, since this iteration covers jails only and samples fewer inmates than NIS-3.
