The decrease of 250 respondents, and 1,884 responses and burden hours, is largely attributed to the unpredictable frequency of foreign animal diseases as decreases in outbreaks result in fewer investigations. The number of State respondents, responses, and burden hours increased due greater State participation in the EMRS program.
