To establish Child and Adult Care Food Program (CACFP) eligibility and insure that the program is administered according to statutory and USDA implementing regulations. The CACFP provides cash reimbursement and commodity assistance, on a per meal basis, for food service to children in nonresidential child care centers and family day care homes, and to eligible adults in nonresidential adult day care centers. The Food and Nutrition Service has established application, monitoring, recordkeeping, and reporting requirements to manage the CACFP effectively. This change request proposes separating the requirements for verifying the eligibility of for-profit centers from the requirements for submitting claims for reimbursement that all of the sponsors/institutions must meet. These two requirements are currently combined in one line item under 7 CFR 226.10, 226.15(i), and 226.13(b). FNS has now separated them into two separate line items and both of them have been entered separately into ROCIS.

This collection is currently approved with 7,897,289 responses and 2,481,136 burden hours. Through a change worksheet, FNS is proposing to split out the eligibility requirements for the for-profit institutions that are currently rolled up into the broader requirements for claims submissions for all institutions so that there will be two separate requirements - one for the claims submissions for all of the sponsors/institutions and one for the eligibility requirements for the for-profit institutions. Both of these line items have been entered separately into ROCIS. This action does not affect the overall burden for the collection, but it does increase the responses because the for-profits have additional eligibility requirements to fulfill. FNS estimates that the responses will increase by 117,240 responses due to a program change. With this change request, FNS estimates that the burden for this collection will be 2,481,136 hours and 8,014,529 responses.
