Federal statute requires undocumented vessels propelled by machinery to be numbered in their State of principal operation, and authorizes a Standard Numbering System administered by the States to perform this function on behalf of the Federal Government. Implementing regulations are contained in 33 CFR 173 and 174.
The change in burden was due to a change in methodology. Data on new and used boat sales from the National Marine Manufacturerâs Association were used to estimate the number of new registrations required, and data on vessel registrations reported to the Coast Guard by the States were used to estimate the remainder of the boat population. It was also determined that the pay rate used for a GS-03 in previous calculations was incorrect, so the correct rate was applied. Finally, the registered boat population has been declining since 2005.
