The Department of Homeland Security needs to be able to collect essential information from manufacturers on their products that have met P25 standards as demonstrated through the P25 CAP. Equipment suppliers will provide information to publicly attest to their products' compliance with a specific set of P25 standards. Accompanied by a Summary Test Report that substantiate this declaration, the SDoC constitutes a company's formal, public attestation of compliance with the standards for the equipment. In providing this information, companies will consent making this information public. In turn, the emergency response community will use this information to identify P25-compliant communications systems.
DHS needs to be able to collect essential information from manufacturers on their products that have met P25 standards as demonstrated by P25CAP. Otherwise, first responders will not have the confidence that they need to ensure that a given radio in the field will be able to communicate with another manufacturerâs radio in the field. This inability to communicate via radio has proven to be fatal for first responders in any number of after action reports and lessons learned documents. The P25 CAP tests radios for interoperability and performance to help ensure the communications equipment is inter operable between different manufacturerâs radio systems. Further, it should be noted that the P25 CAP is a voluntary program, which manufacturers choose to participate in by having their equipment tested in a DHS recognized laboratory and submitting the accompanying test documentation in question. DHS S&T is continuing to pursue a renewal for a 3 year extension. We remain committed to working this process diligently to ensure as smooth a process as possible.â
