The estimated annual hour burden is adjusted upward by approximately 36,000 hours (from 187,114 in 2011 to 222,622 in 2015), mostly because there are more estimated consumer complaints. Staff estimated 3,137,000 consumer respondents in 2011 and 4,443,400 consumer respondents in 2014-2015.
