This information collection is associated with the maritime security requirements mandated by the Maritime Transportation Security Act (MTSA) of 2002. Security assessments, security plans and other security-related requirements are found in Title 33 CFR Subchapter H, and CFR Parts 120 and 128.
The change (i.e., increase) in hour burden is a PROGRAM change due to a change in the requirements for MTSA regulated facilities and vessels to incorporate TWIC readers into their FSPs and VSPs, respectively, as well as implement recordkeeping systems. The first year burden increase would be 19,760 hours. There would not be an increase in the number of responses, as the respondents would be updating current security plans.
