The information is used by locomotive engineers and train crews to verify that the terminal air brake test has been performed in a satisfactory manner. The new inforamtion collected concerning electronically controlled pneumatic brakes (ECP) brake systems will be used by FRA to provide for and encourage the safe implementation and use of ECP brake system technologies by the Nation's railroads.
Because OMB mistakenly took the last submission for this information collection that was approved on January 22, 2007, for the maximum time period (3 years)(with an expiration date January 31, 2010) out of the OMB inventory (as confirmed in Fumie Griego's September 19, 2008, e-mail to me), this collection is being submitted as a reinstatement since the mistake was caught too late to rectify in the OMB ROCIS system.
The burden has increased by a total of 95,265 hours from the last approved submission in the OMB inventory. The increase is due to both adjustments and program changes, which are fully detailed in the answer to question number 15 of the attached Supporting Justification.
Also, there is an overall decrease in the annual costs to respondents of $9,430,717. This decrease results from mistakenly counting the costs provided in the answer to question number 12 a second time in the answer to question number 13 of the last approved collection in the OMB inventory. That inventory for this collection shows a cost to respondents of $9,438,924 while the present submission exhibits a cost to respondents of $8,207. Hence, there is a decrease of $9,430,717.
