Short Statement: The change in burden is an ADJUSTMENT due to a change in the vessel population. There is no proposed change to the reporting and recordkeeping requirements of this collection. The reporting and recordkeeping requirements and the methodology for calculation burden remain unchanged. This ICR estimates a decrease in respondents/responses, but an increase in burden hours. The decrease in respondents/responses is due to a decrease in the estimated overall fishing vessel population. The increase in burden hours is due to an increase in one segment of the fishing vessel population—those vessels that must comply with the stability information requirements (per 46 CFR 28.530). A fishing vessel of 79 feet or greater must comply with the stability information requirements if it is a new vessel or an existing vessel that has undergone conversion/alteration.
