Abstract: This information collection is intended to improve safety on board vessels in the commercial fishing industry. The requirements apply to those vessels and to seamen on them. Respondents are owners, agents, individuals-in-charge of commercial fishing vessels, and insurance underwriters. The statutory authority is 46 U.S. Code (U.S.C.) 2103, 3306, 3316, 4102, Chapter 45, 6104, 8103 and 10603.

Short Statement: The change in burden is both a PROGRAM CHANGE and an ADJUSTMENT, as detailed below: • Program Change – increase of 445 hours – due to the addition of the USCG Dockside Commercial Fishing Vessel Safety Examination Form CG-5587. • Adjustment – decrease of 1,961 hours – primarily due to the estimated annual number of citizenship waiver requests decreasing from 384 to 191. We estimate each waiver request takes 9.25 hours, so a decrease of 193 waiver requests results in a decrease of about 1,785 hours. The reporting requirements, and methodology for calculating burden, remain unchanged.
