A Letter of Intent is a notice to the CG Captain of the Port that an operator intends to operate a facility that will transfer bulk oil or hazardous materials to or from vessels. An Operations Manual (OM) is also required. The OM establishes procedures for a facility to follow when conducting transfers and in the event of a spill.
The change in burden hours is an ADJUSTMENT due to an increase in the number of submissions of Letters of Intent, Operations Manuals, and Operations Manual Amendments to the Coast Guard by facilities. Average number of responses and Federal Government review time was adjusted based on responses by contacted COTP offices. An update of the number of the COTP zones is also reflected in these adjustments. The reporting and recordkeeping requirements and the methodology for calculation burden remain unchanged.
