The Bunning-Bereuter-Bluemenauer Flood Insurance Act of 2004 requires that FEMA establishes by regulation what used to be an informal appeals process to allow policyholders to request an appeal for an unsatisfactory decision on a claim.
The number of respondents has increased due to visibility of the program, and FEMA position to invite respondents to appeal the decision on their claim by the carriers.
