Terms of Clearance: Prior to the commencement of the Advance Monthly Retail Trade Survey (MARTS) forms distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2007 Economic Census report forms. The final forms and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review. As discussed with Census Bureau staff, the Advance Monthly Retail Trade Survey (MARTS) ICR submitted for renewal in 2012 must include a plan for improving the response rate of the MARTS and a nonresponse bias analysis of the survey results.

Abstract: The purpose of the Advance Monthly Retail Trade Survey is to collect and tabulate early monthly estimates of retail and food services sales. These published estimates are widely used by government and private data users as the earliest indication of changes in retail sales in the United States. We mail/fax this survey monthly to a sample of retail firms in the United States.

Short Statement: We increased our estimate of the number of respondents from 4,500 to 5,000 because a sample is being redrawn. This sample will be introduced in Fall 2009. As a result the respondent burden will increase by a small amount.
