30 CFR Parts sections 48, 50, & 75 to improve the emergency evacuation and rescue in underground coal mines. To that end, these regulations include requirements for immediate accident notification applicable to all mines. In addition, they contain requirements for new and expanded training, including evacuation drills; self-contained self-rescuer (SCSR) storage, training, and use; and the installation and maintenance of lifelines in underground coal mines.
The increase in hours and responses is due to the addition of metal/non-metal mines and the addition of a provision for including an inventory of all SCSRs that was not part of the March 9, 2006, ETS. The most significant change in costs was due to dropping the provision for the outby storage plan.
