This information collection requires the States to maintain certain information to ensure drivers of commercial motor vehicles are properly licensed in accordance with all applicable Federal statutory requirements.
A non-material/non-substantive change in burden is being requested for this information collection due to an increase in the number CDLIS records that need to be kept (from 11.3 million to 12.2 million). However, of these new 12.2 million records, approximately 10 percent (or 1, 220,000)have been downgraded or are no longer required to be kept because these records include drivers with expired CDLs, drivers who have been disqualified for life, drivers who are deceased, etc. Thus, the new total number of "active" records is 10.98 million, reflecting an overall decrease.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
