Terms of Clearance: Returned as improperly submitted. 1. An ICR may not combine a change due to a proposed rule with that due to re-estimate, as this one does.(Once approved, the latter is an actual, approved change in the burden, which should not be confused with pre-approval of the former.) 2. If a proposed rule changes an information collection, the ICR should include a citation to its publication in the Federal Register, which does not appear here. Kindly: a. Resubmit just the change in the burden estimate as a nonsubstantive "ICR Change," which can be reviewed quickly like the old 83-C. Do this by December 18, 2006. b. Within a week of the approval of the "ICR Change" submit a full "ICR Revision" reflecting the change caused by the proposed rule. Include the rule's publication information. That needs to be done quickly to coordinate the review of the ICR with the comment period in the published proposal.
