The Head Start National Reporting System is the full implementation of a new outcomes-based accountability system mandated in the President's Good Start, Grow Smart Early Childhood Initiative to ensure assessment of the progress made by every Head Start preschool child in early literacy, language, and mathematics skills. Each Head Start program will administer a standardized assessment to all children who are 4-years old or older at the beginning and end of the year.
