The Head Start National Reporting Sytem is the full implementation of a new outcomes-based accountability system mandated in the Presidents' Good Start, Grow Smart Early Childhood Initiative to ensure assessment of the progress made by every Head Start preschool child in early literacy, language, and mathematics skills.
