The Enhanced Services for the Hard-to-Employ Demo and Evaluation tests approaches to promote employment and improve family functioning and child well-being. HtE is designed to help former and current TANF recipients and hard-to-employ low-income parents. Data collected via random assignment experiements will be used to: study HtE's impacts on employment, earnings, income, welfare dependence, employment barriers; supplement administrative records data; explain participation and the circumstances of the hard-to-employ; obtain info for benefit-cost analyses; and obtain contact info for future follow-up.
