Owners/operators of Natural Gas Processing Plants must notify EPA of construction, modification, startup, shutdowns, malfunctions, dates and, for compliance with the SO2 standard, result of initial performance test. Owner/operators of Onshore/operators of Onshore Natural Gas Processing Plants that are potential VOC emitters records must be kept of leaks from pressure relief de- vices, the date of leak detection, repair method used and other pertinent details. For potential SO2 emitters records must be kept of SO2 emissions.
