This regulation promulgates the policies and procedures for awarding competitive grants to assist eligible organizations and institutions to provide outreach, training, and technical assistance to members of small, limited-resource/economically/ socially disadvantaged groups to own and operate farms and ranches and to participate in agricultural programs.
