Terms of Clearance: Approved through 12/96 per ED's request of 5/6/96 and 5/7/96 memorandum to OMB. ED will submit surveys under this generic clearance for review as addenda to the generic clearance package. Within two weeks of receipt, OMB will provide ED with either a clearance or comments on the individual surveys, and will work with ED to resolve any outstanding issues expeditiously. Each ED survey shall be accompanied by a cover memo that explains the purposes of the survey, research questions being addressed, how the survey items will answer the research questions, any changes to the methodology from the generic (e.g., a half-sample will be taken), the burden and cost of the survey, ED's analysis plan, any cover letter or additional material that will be sent to respondents, and any other information that is relevant to OMB's review. The information in this cover memo shall be open for public comment during the 30-day comment period.
