OMB does not approve survey items 14 and 15 as revised, which ask for third-party opinions about the effect of financial aid on student behavior. ED is developing a related survey of students on the effects of Federa financial aid, and that document is the appropriate forum for maximizi the usefulnes of the information contained in those two questions. -- The conditions of clearance for the PEQIS system, dated 2/16/93, remain in effect through the expiration date.

THE PURPOSE OF THE SURVEY IS TO EVALUATE THE EFFECTS ON INSTITUTIONAL FINANCIAL AID POLICIES AND PRACTICES IN FEDERAL FINANCIAL AID PROGRAMS OF THE CHANGES BROUGHT ABOUT BY THE 1992 REAUTHORIZATION OF THE HIGHER EDUCATION ACT. THE SURVEY WILL ASSESS THESE CHANGES FROM THE INSTITUTIONAL PERSPECTIVE.
