DOE shall amend the confidentiality and sanction statements on the forms included in this package as proposed in the Decembner 18, 1991 letter from Yvonne Bishop (EIA) to Ron Minsk (OMB). Furthermore, when this a other packages containing these new confidentiality statements are submitted to OMB for review, OMB shall discuss any observed decreases rates of compliance that may be attributable to these changes or anything else that may indicate a degredation in the quality of the da as a result of these changes.

RESPONDENTS ARE MANUFACTURING PLANTS, PRODUCERS OF COAL PURCHASERS AND DISTRIBUTORS OF COAL, COAL MINING OPERATORS, AND COAL CONSUMING ELECTRIC UTILITIES.
