Abstract: THE STATE PLAN, REQUIRED BY SECTION 311(A) AND THE PLAN REQUIRED BY SECTION 311(B) OF JTPA AS AMENDED BY SUBTITLE D OF TITLE VI OF THE OMNIBUS TRADE AND COMPETITIVENESS ACT OF 1988 (PL 100-418) WILL PROVID THE DEPARTMENT OF LABOR WITH A GENERAL DESCRIPTION OF EACH STATE'S PLANS FOR THE OPERATION OF THE EDWAA PROGRAM AND ITS UTILIZATION OF JTPA FUNDS FOR THIS PURPOSE.
