RESPONDENTS ARE MANUFACTURING PLANTS, PRODUCERS OF COKE, PURCHASERS AND DISTRIBUTORS OF COAL, COAL MINING OPERATORS, AND COAL CONSUMING ELECTRIC UTILITIES.
