RESPONDENTS ARE MANUFACTURING PLANTS, PRODUCERS OF COKE, PURCHASERS AND DISTRIBUTO OF COAL, COAL MINING OPERATORS, COAL-CONSUMING ELECTRIC UTILITIES, AND BOILER MANUFACTURERS.
