On August 16, 2022, President Biden signed H.R. 5376 (P.L. 117-169), a budget reconciliation measure commonly referred to as the âInflation Reduction Act of 2022â (IRA). IRA contains several sections that contain some provisions which extend or modify tax credit provisions associated with meeting prevailing wage requirements. The Department created this ICR in coordination with the U.S. Department of Treasury as they issued guidance triggering the availability of enhanced tax provisions for certain energy projects in which prevailing wages (as most recently determined by the Secretary of Labor in accordance with the Davis-Bacon Act) are paid and registered apprentices are employed.
Respondents: The number of respondents increased from 1,727 to 2,090 for additional labor classifications and supplemental wage determinations requests under the Inflation Reduction Act (IRA). This increase in respondents is due to the Department using actual request data from the IRA program. In the previous ICR, because the IRA was a new program the Department had to estimate the number of respondents for this program based on a related program, i.e., Davis-Bacon Act and its Related Acts.
Responses: The number of responses increased from 1,727 to 2,090 due to an increase in respondents.
Burden Hours: The total number of burden hours increased from 432 hours to 522.5 hours also due to the increase in respondents.
Costs to Respondents or Recordkeepers: There are no costs associated with SS-A Item 13.
