The goal of this information collection is to provide information on baseline diaper need for participants served by the Diaper Distribution Demonstration and Research Pilot (DDDRP), as well as on changes in diaper need and family financial security and self-sufficiency after receipt of DDDRP services. The DDDRP is the first-ever federal diaper pilot, and research on diaper need and how diaper programs address that need is nascent. This data collection supplies critical information on diaper need and participant outcomes to provide timely information to program administrators at the federal level in addition to program administrators of DDDRP grant recipients.
In April 2025, Office of Community Services (OCS) received OMB approval for the DDDRP Beneficiary Information collection (OMB #0970-0642). This approval included:
⢠Continued administration of the Beneficiary Enrollment Survey (BES) with grant recipients that had already been administering the survey through April 2026, when those projects were scheduled to end.
⢠Administration of the new Beneficiary Report for new awardees.
Currently, only seven grant recipients continue to use the BES, and their project period end date is April 30, 2026. Given the potential for a short extension of the project timeline (e.g., through a no-cost extension), these projects may remain operational beyond April 2026.
The current OMB expiration date is April 30, 2028 but materials submitted and approved describe data collection ending in April 2026. Currently approved burden estimates include enough estimated burden hours to allow data collection for at least one more year. To collect complete information about beneficiaries in these seven projects, OCS requests permission to continue using the BES until these projects actually closeâeven if that extends past April 2026. Specifically, OCS proposes clarifications to the instructions tab of the Beneficiary Report, as described in the accompanying nonsubstantive change memo.
