The Commission adopted rules and regulations to implement parts of Sections 251 and 252 that affect local competition. Incumbent local exchange carriers. Among other things, incumbent local exchange carriers (ILECs) are required to offer interconnection, unbundled network elements, and wholesale rates for certain services to new entrants. Incumbent LECs must price such services at rates that are cost-based and just and reasonable.
The Commission is reporting a program change/decrease and adjustments to this information collection.
(a) Program change: The total number of respondents has decreased by -620 (from 15,282 to 14,662), total number of responses has decreased by -620 (from 1,067,987 to 1,067,367) and the total annual burden hours has decreased by -219,801 (from 645,798 to 425,997). These decreases are due to the elimination of six information collection requirements that are no longer necessary.
(b) Adjustments: Three information collection requirements have been removed for this collection because they are covered in another information collection, 3060-0392. These decreases are as follows: -13,950 to the total number of respondents (from 14,662 to 712), -1,064,000 (from 1,067,367 to 3,367) to the total number of responses and -277,437 (from 425,997 to 148,560) to the annual burden hours.
Moreover, the remaining total number of number of respondents has decreased by -255 (from 712 to 457), the remaining total number of responses has decreased by -405 (from 3,367 to 2,962) and the remaining total number of burden hours has decreased by -111,770 (from 148,560 to 36,790 hours). These remaining adjustments/changes are due to a decrease because of a consolidation in the marketplace.
Therefore, the total for the adjustments is as follows: -14,205 to the total number of respondents, -1,064,405 to the total number of responses and -389,207 to the total annual burden hours.
