Pub. L. 100-710 requires the CG's Secretary to establish a nationwide vessel identification system (VIS). VIS provides participating States and Territories with access to state numbered vessel data. States and Territories voluntarily provide the data. The boating public and law enforcement are the primary beneficiaries. The statutory authority is 46 U.S.C. Chapter 125 (§§12501-12507). This authority is delegated by the Secretary to the Coast Guard via the Department of Homeland Security Delegation No. 0170.1, Revision No. 01.2. (II)(92.h).
