Abstract: Individual Training Plans & Semi-annual Performance Evaluation Reports are needed to inform Apprentice Pilots what requiremen5ts & qualifications are needed to become a Fully Registered Pilot. They also help the pilotage pools track the Apprentice Pilots progress through the training process. And, Disputes are being re-written to make the submissions to the Coast Guard a more professional correspondence from the vessel, owner, or master questioning the applied rate or charge applied. 46 U.S.C. 9303 is the authority for this collection.

Short Statement: The change (i.e., increase) in burden is a REGULATORY CHANGE due to the 1625-AC79 Great Lakes Modernization rulemaking. The rulemaking proposes to update the regulatory requirements for submitting Individual Training Plans and Semi-Annual Performance Evaluation Reports. And to changing the correspondence method to submitting disputes. The methodology for pilot compensation rate calculation burden remains unchanged.
