Per the YouthBuild Transfer Act as well as Workforce Investment Act and its replacement Workforce Innovation and Opportunity Act and regulations 20 CFR part 672, YouthBuild grantees collect and report selected standardized information pertaining to customers in YouthBuild programs for the purposes of general program oversight, evaluation, and performance assessment. ETA provides all grantees with a YouthBuild management information system to use for collecting participant data and for preparing and submitting the required quarterly reports.
The decrease in the overall burden is due to the addition of the web-based submission option for the ETA-9143 Housing Census form. This option reduces the burden for the Housing Census submission by .25 hours. Microsoft Forms will reduce submission errors that lead to increased burden.
YouthBuild will not be renewing ETA-9136, the Standardized Quarterly Performance Report â YouthBuild Grant and the ETA-9138, the YouthBuild Case Management and Performance Management Information System, therefore, the ICR title has changed to reflect the document that is being revised.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
