The National Marine Fisheries Service (NMFS), Alaska Regional Office, requests a new temporary collection. This request is due to a proposed rule to implement Amendment 122 to the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area, which would establish a new limited access privilege program, the Pacific Cod Trawl Cooperative Program (PCTC Program) (RIN 0648-BL08). The rule adds regulatory requirements that would necessitate revision to an existing information collection, OMB Control Number 0648-0515. Due to multiple concurrent actions for -0515, NMFS is submitting this request to create a temporary collection for this revision to -0515. Due to the rule, a small number of catcher vessels less than 60 feet length overall that do not currently submit a logbook would need to begin submitting a logbook if they choose to participate in the PCTC Program. This logbook requirement would increase the total respondents, responses, and burden for the catcher vessel electronic logbook, which is approved under OMB Control Number 0648-0515. This logbook requirement is added in this new temporary collection.

The requirement for catcher vessels participating in the PCTC Program fishery to submit this logbook would add up to 7 catcher vessels less than 60 ft LOA as new respondents for this logbook, which increases the total annual responses and burden hours. This increased burden is reflected in a temporary collection which will be merged into 0648-0515 once multiple coincident actions impacting the collection have resolved.
