This information is needed because: 1) Vessel owners and operators need to develop and implement cargo securing manuals (CSMs) to fulfill safety standards established by international treaties; and 2) the Coast Guard needs timely information on hazardous conditions to carry out its missions relating to protecting vessels, their crews and passengers, and the environment. The statutory authority is 46 U.S. Code (U.S.C.) 2103 and 3306. The authority of 46 U.S.C. 2103 is delegated by the Secretary to the Coast Guard via the Department of Homeland Security Delegation No. 0170.1, Revision No. 01.2. (II)(92.a). The authority of 46 U.S.C. 3306 is delegated by the Secretary to the Coast Guard via the Department of Homeland Security Delegation No. 0170.1, Revision No. 01.2. (II)(92.b).

The change in the hour burden is an ADJUSTMENT due to a change (i.e., increase) in the estimated annual number of CSM submissions. The decrease in responses is due to a change in accounting— • Notification of hazardous condition now accounted for under 1625-0100. • Notification of loss or jettison of hazardous material cargo now (and previously) accounted for under 1625-0096. This change eliminates double counting. Except as noted above, the reporting requirements, and the methodology for calculating burden, remain unchanged.
