Education claimants taking correspondence courses must be notified that the law allows them a 5 day period to reflect on their decision to enroll in a correspondence course and determine whether that course is suitable to their abilities and interests. VA Form 22-1999c allows VA to determine if the claimant has been informed of the 5 day reflection period required by law.
The decrease in the annual reporting burden hours results from a significant decrease in the average number of respondents entering correspondence courses from 445 to 69 from 2017, 2018 and 2019.
