Approval information is used to approve/disapprove curriculum, facility and faculty for merchant mariner training school courses and ensure approved courses meet statutory requirements. Recordkeeping requirements allow the Coast Guard to monitor schools with approved courses. The respondents are the Merchant Mariner Training Schools. The statutory authority is 46 U.S.C. 2103, 2104 and 7315.

The change in burden is a PROGRAM CHANGE due to the 1625-AC64 rulemaking. The rulemaking proposed to revise the training requirements for national Merchant Mariner Credential endorsements as master of towing vessels (limited) or mate (pilot) of towing vessels on inland waters or Western Rivers routes. The proposal would provide mariners seeking these endorsements the option to take a modified basic firefighting course that eliminates training on equipment that is not required to be carried on towing vessels operating on inland waters or Western Rivers. Applicants who take the modified basic firefighting course would reduce their costs due to the courses being shorter and less expensive than the longer basic firefighting courses. The methodology for calculating burden remain unchanged.
