To provide general oversight and support to state and local I/M programs, the U.S Environmental Protection Agency requires that state and local program management for both basic and enhanced I/M programs provide two reports to EPA. The first report is provided annually and includes general program operating data and summary statistics, addressing the program's current design and coverage, a summary of testing data, enforcement program efforts, quality assurance and quality control efforts and other miscellaneous information allowing for an assessment of the program's relative effectiveness. The second report is submitted biennially and addresses any changes to the program over the previous 2-year period and the impact of such changes, including any weaknesses discovered and corrections made or planned.
There is a decrease of 172 hours in the total estimated respondent burden compared with the previous ICR due to a reduction of two respondents, who are no longer required to conduct I/M. The hourly burden per respondent has stayed the same.
