FERC is under a statutory obligation to ensure that sales of electricity in wholesale markets are made at just and reasonable rates and to address market manipulation in connection with the purchase or sale of electricity subject to the Commissionâs jurisdiction. FERC-921 is used to enhance FERC's market monitoring and surveillance efforts. FERC has been requiring ongoing, electronic delivery of data from each RTO and ISO. The data has helped FERC detect anti-competitive or manipulative behavior, and ineffective market rules, and thus help ensure just and reasonable rates. The information collected by FERC-921 is essential in carrying out (1) surveillance of electricity markets and (2) the evaluation of existing market designs and effectiveness of market rules approved by the Commission. Without the routine collection of this information, monitoring adherence to market rules and enhancing Commission policies would rely on more general, less reliable data.
