In 2008, TSA initiated a process to amend and supersede the primary Federal guidance for pipeline security, the 2002 Pipeline Security Information Circular, with forthcoming Pipeline Security Guidelines. The new document will include recommendations for the voluntary submission of pipeline operator security manager contact information to TSA and the reporting of security incident data to the Transportation Security Operation Center (TSOC). Security manager contact information will enable TSA to provide security-related information to the appropriate personnel and/or the security operations or control center for natural gas and hazardous liquid pipeline operators. Incident information will be used for vulnerability identification and analysis, trend analysis, and for reporting by TSAÂs Office of Intelligence.
On May 8, 2021, a pipeline company announced that it had halted its pipeline operations due to a ransomware attack. This attack received national attention as it temporarily disrupted critical supplies of gasoline and other refined petroleum products throughout the East Coast. Such attacks pose significant threats to the countryâs infrastructure and economic well-being. TSA is revising the collection to address the ongoing cybersecurity threat to pipeline systems and associated infrastructure.
