The need for the collection of information is to ensure that the mariner's training information is available to assist in determining an individualâs overall qualification to hold a Coast Guard issued merchant marinerâs towing vessel endorsement. The statutory authority for the requirements are in 46 U.S.C. 2103 and chapters 71 and 75.
The change in burden is an ADJUSTMENT due to a change (i.e., increase) in the estimated annual number of respondents. The reporting and recordkeeping requirements, and the methodology for calculating burden, remain unchanged.
