NMFS seeks renewal and extension of an existing logbook information and cost-earnings data collection from fishermen who possess commercial or for-hire permits to fish for highly migratory species (HMS). The information collected in logbooks and the cost-earnings form help NMFS identify impacts of proposed regulatory measures on fishermen and the resource, consistent with applicable law such as the Magnuson-Stevens Fishery Conservation and Management Act and the Regulatory Flexibility Act. This PRA is updated to reflect changes in the number of permit holders required to respond to HMS logbooks, and changes in respondent and federal costs associated with the data collection.

New IC "Annual Expenditure Reports" added to separate previously combined IC for increased clarity and transparency. There has also been a reduction in the number of respondents, which results in fewer responses, less burden time and cost.
