Farm Service Agency (FSA) is administering STRP assistance on behalf of the Commodity Credit Corporation (CCC). CCC is funding the program payments. The Notices of Funding Availability (NOFA) will be issued to announce the eligible commodities and payment rates for seafood.
This emergency request is necessary for FSA to implement STRP because we could not comply with the normal clearance procedures under the Paperwork Reduction Act because United States (U.S.) commercial fishermen are suffering market losses and facing additional significant marketing costs due to adverse retaliatory tariffs imposed by foreign governments on seafood caught in U.S. waters, and the Presidentâs memorandum on protecting the United States seafood industry, issued on June 24, 2020, authorizing the Secretary of Agriculture to provide funding within 60 days of the date of the memorandum to assist fishermen in the same manner as was done for producers under MFP for agricultural products impacted by retaliatory tariffs. USDA will use funding from the Commodity Credit Corporation (CCC) Charter Act under sections 5(b), (d), and (e) to provide assistance to the eligible fishermen.
