the Steel Import Monitoring and Analysis (SIMA) System is vital to facilitate the real-time monitoring of steel imports in a volatile market. This is a continuation of the licensing and monitoring system which began as part of the 201 steel safeguards. Extension of the SIMA system has been expanded to over all steel mill products. SIMA is operating under authority as part of the Census Act (13 U.S.C. 301(a) and 302).

Commerce proposes to make two changes to the information collected in the Steel Import License form. First, Commerce will require license applicants to identify the country where the steel used in the manufacture of the imported steel product was melted and poured. Second, the licensing requirement will be expanded to apply to all steel products, including 8 additional HTS categories in addition to the approximately 780 HTS categories currently covered by the SIMA system. These changes are reflected in the responses to questions 12 and 14.
