The National Human Trafficking Training and Technical Assistance Center (NHTTAC) Evaluation Package contains 34 evaluation forms and applications designed to solicit feedback from customers on training/technical assistance (T/TA) provided by NHTTAC. NHTTAC anticipates an increase to the number of respondents for 14 of the 34 total evaluation forms and is requesting to increase the burden threshold.
We would like to initiate emergency processing for an information collection request related to the National Human Trafficking Training and Technical Assistance Center (NHTTAC) Evaluation Package (OMB #0970-0519). We feel this is appropriate for the following reasons:
- the collection is needed before the traditional PRA process would allow (5 CFR 1320.13(a)(1)(i)); and
- the use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information and is reasonably likely to cause a statutory or court ordered deadline to be missed (5 CFR 1320.13(a)(2)(i)).
The passage of the SOAR to Health and Wellness Act of 2018 in 42 U.S.C. 300d-54 authorized the expansion of the existing SOAR Online training into training programs for health care and social service providers. The legislation also mandates ACF to submit by December 31st an annual report to Congress on the total number and geographic distribution of health care and social service providers who received SOAR training.
Beginning in October 2019, the expansion has led to a substantial increase in the number of participants and therefore the potential respondents to the approved information collection. While we originally had about 350 participants per quarter, we now anticipate about 300 participants monthly.
Due to the significant increase in SOAR Online training participants already seen in October, and projections for subsequent months as the SOAR Online training gets incorporated into multiple training systems, we are seeking an increase to the number of respondents approved under OMB # 0970-0519 as soon as possible. If we reach the originally approved number of respondents and information collection is disrupted while we await approval for an increased number of respondents, this delay would in turn delay ACFâs submission of the mandated annual report to Congress.
This is a request to increase the number of respondents and therefore the burden allotment of the previously approved NHTTAC Evaluation Package from 689 hours to 9,497 hours due to the passage of Public Law No: 115-398 (12/31/2018), Stop, Observe, Ask, and Respond to Health and Wellness Act of 2018 (SOAR to Health and Wellness Act of 2018). To meet the provisions of the SOAR to Health and Wellness Act of 2018, OTIPâs NHTTAC has expanded the administration of SOAR nationwide. In addition, two performance measures required through the Government Performance and Results Act (GPRA) for the Agency are captured across all the SOAR instruments and therefore will be administered to a larger population.
