The Court Improvement Program (CIP) is a mandatory formula grant funded under section 438 of the Social Security Act, and most recently reauthorized under the Family First Prevention Services Act. The purpose of the CIP is to facilitate the handling of child welfare cases in the courts. All 50 states, Puerto Rico, and the District of Columbia receive grants under the program. The program requires two submissions annually from grantees that constitute information collections under the Paperwork Reduction Act.
Revisions have been made to the previously approved forms in order to bring the program into compliance with section 438 of the Social Security Act, as amended by Public Law (P.L.) 115-123 Family First Prevention Services Act, enacted February 9, 2018 and P.L. 115-271. Additional revisions have been made to clarify or refine longstanding program requirements.

A new training requirement was mandated by the reauthorizing legislation, P.L. 115-123, Sec: 50741, Title: Family First Prevention Services Act, enacted February 9, 2018. Additionally, the previously approved âupdated strategic planâ was removed as a stand-alone document as those updates are now covered in the most recent CIP Strategic Plan Template and Program Instruction included with this request. All other changes clarify or refine longstanding program requirements.
