The Federal Trade Commission seeks renewed OMB clearance for the information collection provisions implementing the provisions of the Used Car Trade Regulation Rule, 16 CFR Part 455. The Used Car Rule requires dealers to display on used cars offered for sale a window sticker called a âBuyers Guideâ containing warranty and other information. The Rule also requires Spanish language versions of the Buyers Guide when dealers conduct sales in Spanish.
There are no program changes since the FTCâs prior clearance renewal in 2016. The slight increase in annual burden hours from 2,275,699 to 2,368,993 is due to changes in the number of used car dealers and the number of used cars sold annually since the prior renewal. Additionally, there is an upward adjustment in the annual labor costs stemming from slightly higher estimated hourly rates.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
