Abstract: The OSV posting/marking requirements are needed to provide instructions to those on board of actions to be taken in the event of an emergency. The reporting/recordkeeping requirements verify compliance with regulations without CG presence to witness routine matters, including OSVs based overseas as an alternative to CG inspection.
