Abstract: The National Security Language Initiative for Youth (NSLI-Y) is a scholarship program to enable American students aged 15-18 to study less commonly taught languages (Arabic, Chinese, Hindi, Indonesian, Korean, Persian, Russian, and Turkish) in summer or academic-year long programs in a variety of countries. In addition to increased language proficiency, participants gain understanding of their host country and its culture. This program is funded pursuant to the Mutual Educational and Cultural Exchanges Act of 1961 (22 U.S.C. 2451-2464). In order to assess the efficacy and impact of NSLI-Y, the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) intends to conduct an evaluation of the program, which will include collection of data from program alumni between 2008 and 2017, their parents, a small sample of U.S. high school teachers and administrators, and local program coordinators and resident directors. As the NSLI-Y program has been run for more 10 years, ECA is conducting this evaluation to determine the extent to which the program is achieving its long-term goals. In order to do so, ECA has contracted Dexis Consulting Group to conduct surveys and focus groups with alumni and their parents and in-depth interviews with local program coordinators/resident directors and the sample of U.S. high school teachers and administrators.
