Until the associated SORN is published in the Federal Register, USDA is not authorized to collect any information that will be maintained in the system or records. In addition, until the published SORNâs routine uses are effective, USDA is not authorized to make any routine use disclosures to law enforcement or other entities. For example, until the SORN is published and effective, the agency may not collect or disclose the following information (as referenced in the Privacy Impact Assessment): name and address of grower; street address, legal description of the land, field acreage, greenhouse or indoor square footage of hemp planted; GIS coordinates of land on which hemp is grown; laboratory results from testing crop prior to harvest; report on disposal of noncompliant plants; criminal history reports; and licensing or authorization identifier and status of grower. We expect the SORN will be submitted to OMB for review in the near future.

Reporting Requirements would support the operation and administration of the U.S. Domestic Hemp Production Program
The 2018 Farm Bill initiative directs the U.S. Department of Agriculture to issue regulations for producing hemp in the United States. The Interim Final Rule will be effective immediately following publication and USDA will begin approving plans and issuing licenses to permit planting beginning in 2019 for the 2020 crop. Issuing licenses in 2019 is the only way for planting to happen in 2020.
